Ulpan voucher for olim
Claimed at your local ministry branch, used at a participating ulpan
The ulpan voucher is a Ministry of Aliyah and Integration benefit that pays most of the cost of a private Hebrew course for olim who have already used their free state ulpan. Olim who made aliyah in the last 10 years and finished Ulpan Aleph pay at most ₪200 for a subsidised course at an ulpan in the ministry's voucher programme, such as Ulpan La-Inyan. A separate ministry training voucher, worth up to ₪7,000, covers vocational courses rather than Hebrew.
What the ulpan voucher actually is
Two different ministry benefits both get called “the voucher”, and mixing them up is the usual reason an oleh is told they do not qualify.
Who qualifies
Three conditions, and all three have to hold.
How to get it

- Pick a participating ulpanCheck with the ulpan before you pay that it is in the ministry's voucher programme for the course you want.
- Apply and payMost providers want you accepted and paid before the voucher is issued.
- Ask your ministry branchThe voucher is issued by your local Ministry of Aliyah and Integration branch, not by the ulpan.
Which ulpanim take the voucher
Participation is per provider and per course, so confirm it before you pay.
Frequently asked questions
What is the ulpan voucher?
A Ministry of Aliyah and Integration benefit that pays most of the cost of a private Hebrew course for olim. At Ulpan La-Inyan, olim who made aliyah in the last 10 years and finished Ulpan Aleph pay at most ₪200 for a subsidised course.
Who qualifies for an ulpan voucher?
Olim within 10 years of aliyah who have already completed Ulpan Aleph, the free state ulpan. It is the follow-on benefit, not a replacement for the free course.
How much is the ulpan voucher worth?
For Hebrew courses it is a subsidy rather than a fixed sum: at Ulpan La-Inyan it brings an eligible oleh's cost down to at most ₪200 per course. The ministry's separate vocational training voucher, for bootcamps and professional courses rather than Hebrew, is worth up to ₪7,000.
How do I get an ulpan voucher?
Ask your local Ministry of Aliyah and Integration branch after you have been accepted onto a course at a participating ulpan and paid. The voucher comes from the ministry, not from the ulpan.
Is there an online ulpan voucher?
The voucher follows the ulpan, not the format. Some providers in the ministry's programme teach online as well as in person, so ask the ulpan whether the specific online course is covered before you pay. Citizen Café, which teaches live online, states it does not accept government vouchers.
Do I need to do Ulpan Aleph before using the voucher?
For the subsidised private courses, yes. Ulpan Aleph is free for eligible olim and runs five months, five days a week for five hours a day, placed by the address on your Teudat Zehut.
Can I use the voucher more than 10 years after aliyah?
The subsidised courses are described as being for olim within 10 years of aliyah. If you are past that, ask your ministry branch what you can still use rather than assuming the answer is no.
